The evidence needed to run a city, a territory, a fleet or a coastline already exists. It is scattered across satellites, sensors, maps, registries and the applications the organisation already pays for. What is missing is the layer that reads all of it and returns a decision. Put a decision somebody can sign at the end of the evidence.

Not another dashboard, not another report, not a chat window with an opinion. An answer that carries the sources it came from, the method that produced it and the uncertainty it still has, so the person who has to sign can defend it a year later.

The products are designed, built and operated by us. Nothing on this site is somebody else's platform with our name on the login screen.

Grounded in a model of the real thing

Retrieval and inference constrained to cited evidence, over a model that mirrors the physical domain. Provenance on every value it touches.

03 Integration

Above what you already run

Scheduling, billing, GIS, telemetry and document systems stay where they are and keep their data. We make them agree instead of replacing them.

04 Satellites

Earth observation as a primary input

Open imagery processed into indicators, not a picture behind a map. It is an instrument here, not decoration.

We are

Four products, sold and deployed

CityTwin, TerraScan, FleetIQ and PHAROS are finished systems. They are configured for a customer, integrated with what that customer runs, and deployed on infrastructure the customer controls.

We are not

An IT services firm or a consultancy

We do not sell hours, resell licences or write strategy documents. The engagement is a product going into operation, and the integration work exists to get it there.

Founder

He founded Cortex Prime and decides what it builds and what it refuses to build. Every product on this site was specified, built and delivered under his direction, including the rules the rest of this page describes: provenance on every value, isolation per customer, no number on a screen that cannot be traced back.

He came to it after a decade spent building the market he now sells into. He founded the Romanian Smart City Association in 2016 and presides over it, along with Smart City Magazine, the first printed title covering the industry in that country. He is president of the World Smart Cities Organization, based in London. Before any of it, he served as Secretary of State in the Romanian Ministry of European Funds.

He co-authored “Smart Cities - From Idea to Implementation” in 2018, was one of thirteen international experts invited into the GCF Institute knowledge community formed around NEOM, and speaks at the Smart City Expo World Congress in Barcelona.

That decade is the reason this company builds what it builds. He has watched enough cities buy dashboards that nobody could act on, and enough procurement files stall because no supplier could say where a number came from.
