The operational problem

A surveillance sensor is sold with a nominal range. Draw that range as a circle around every buoy and the plan shows a certain area of watched water. A sensor at a given position can see less than that, for reasons that depend on the position: the height it is mounted at, the sea state, and for an acoustic sensor the depth of the water in front of it.

A planner needs two things the circle does not give: the footprint of each sensor where it actually sits, and a figure for the whole barrier that reflects its weaker crossings and not its average.

The method

This is what the PHAROS calculation engine does. Every step below is in the engine and covered by its tests.

  1. A ceiling for the range. It starts from the nominal range. For radar, cameras and thermal sensors it is cut to the geometric horizon, which depends on the mounting height and on the freeboard of the target, and for cameras to the range at which the target still covers enough pixels. The result is multiplied by a factor for the sea state.
  2. The seabed, for acoustic sensors. For an active sonar or a hydrophone the engine walks outward along every degree of azimuth. The lower edge of the beam goes down with distance; the footprint on that bearing ends where the edge meets the seabed. The step is the resolution of the depth data, and the last step is refined so the answer is not rounded to the grid.
  3. A probability for one crossing. For a track that passes a sensor at closest distance c, inside an effective range r, the probability of one sensor is p = pRef · exp(-(c / r)^k), reduced for a sensor that scans and can be looking elsewhere. This p does not include availability. The availability A of the node, 0.93 unless a node states its own, enters once, when the sensors are combined: 1 - Π(1 - p · A).
  4. A figure for the barrier. The engine samples crossings: an entry point anywhere along the frontage, at an angle of up to 35 degrees from the perpendicular, from a fixed seed so the same crossings come back every time. It reports the fifth percentile, the median, the mean and the weakest sampled crossing.
  5. Radar and sonar together. A rule checks every node that carries a sonar: it has to sit inside the footprint of at least one radar. A node that does not is reported, and the plan carries the fraction of sonar nodes that are paired.

The last rule is a criterion of this model. It follows one operating doctrine, in which a sonar contact is acted on where the radar picture at the same place can be checked. A different doctrine would score the same layout differently. The check is made on the position of each node; the engine does not compute an area of overlap.

Worked example 1: one sonar in shallow water

Synthetic example

An active sonar with a nominal range of 1,000 m, mounted 3 m below the waterline, with a vertical beamwidth of 20 degrees. Sea state 2, for which this catalogue entry has a factor of 0.92: the ceiling is 920 m. The seabed is 24.4 m under the buoy and falls 3.4 m for every 100 m towards the open sea.

The lower edge of the beam is 10 degrees below the horizontal, so it goes down tan(10°) = 0.176 m for every metre of distance.

BearingWhere the edge meets the seabedRange
Towards the open sea3 + 0.176 r = 24.4 + 0.034 r150 m
Towards the shore3 + 0.176 r = 24.4 - 0.034 r102 m
waterline sonar, 3 m down 150 m 102 m lower edge of the beam seabed: 24.4 m under the buoy, 3.4 m deeper every 100 m ceiling 920 m, far off this figure
Cross-section through the buoy. The vertical scale is about three times the horizontal one. Synthetic seabed.

The engine returns the same two figures, a mean range of 124 m over all bearings, and a footprint of 0.049 km². The circle at the 920 m ceiling is 2.66 km². On this seabed the footprint is under 2 per cent of the circle.

What limits the sonar here is the depth of the water, not an obstacle: a wide vertical beam reaches the bottom early in 24 m of water. The same sonar over a deep seabed keeps its full ceiling.

Worked example 2: two different figures for one barrier

Synthetic example

Six nodes, each with a 600 m active sonar and a hydrophone, 581 m apart on a frontage of 3,486 m. Deep water, so nothing is masked. Sea state 3. The target is a 6 m boat at 22 knots. The engine samples 900 crossings from its fixed seed.

0%25%50%75%100% weakest sample 58% fifth percentile 64% mean 80%, median 82%
Detection probability over 900 sampled crossings of one layout. Synthetic data.

The headline figure of the engine is the fifth percentile: 95 per cent of the sampled crossings have at least a 64 per cent probability of detection. The mean, 80 per cent, would describe the same barrier more kindly, because it lets the strong crossings pay for the weak ones.

The weakest sampled crossing, 58 per cent, is reported next to it and is a different number. It is a property of the sample: sampling more crossings can only find the same one or a weaker one. With 50,000 crossings on this layout the weakest sample is 57 per cent and the fifth percentile is still 64. This is the layout shown on the PHAROS site.

Limits and status

Implemented
In the calculation engine, with tests: the range ceiling, seabed masking for acoustic sensors, the probability along a crossing, the sampled barrier figures, the radar and sonar pairing rule, and availability objectives for each node.
Prototype
The planner that draws these results is a prototype on synthetic data.
Synthetic
The seabed in both examples. The sensors are generic catalogue entries with assumed parameters, not vendor datasheets. The engine reads depth through one interface; no real bathymetry is connected to it.
Not modelled
Land in the way of a radar or a camera: those footprints are cut by horizon, resolution and sea state, not by terrain. Sound propagation in the water. Clutter and false contacts. The figures have not been compared with trials at sea.
Direction of development
Sending a maintenance boat to a node before a gap opens. The engine knows the availability of each node and can compute what a degraded node does to the barrier figure; it does not plan or route maintenance.

Changes to this note

  • 11 October 2026. Rewritten. Removed: a comparison with other planning tools that we had no survey to support, and the statement that maintenance boats are routed by the product. Made precise: seabed masking applies to acoustic sensors; the headline figure is the fifth percentile and is reported separately from the weakest sampled crossing; the radar and sonar rule is a check on node positions. Added: the two worked examples.
